Josh has co-authored ONFL Assessments for Manawatu District, Wanganui District and Central Hawke’s Bay District, as well as Natural Character Assessments for Manawatu and Central Hawke’s Bay. This work was instigated as part of their respective District Plan Reviews and involved:
detailed desktop analysis;
extensive site visits (by car and light plane);
collation of information from various other disciplines;
preparation of GIS Mapping;
assessment using the Amended Pigeon Bay Criteria;
public consultation and presentation of the draft results to Councillors and landowners;
suggestions for the potential policy framework; and
preparation of high-quality documents for publication.
Josh has undertaken numerous landscape and natural character assessments for proposed marine farms, primarily in Marlborough and the Firth of Thames. This has involved the consideration and evaluation of Regional Council aquaculture provisions and preparation of visual simulations prior to conducting an assessment of landscape and natural character effects.
He has been involved in the recent New Zealand King Salmon Site Swap Proposal in Marlborough Sounds, as well as providing advice to key aquaculture stakeholders of potential issues relating to the Proposed Marlborough Environment Plan.
Josh lead the preparation of a design guide and development equation that is now included in the Horowhenua District Plan. He developed an equation which provides a simple method for developers in the Horowhenua District to apply when determining the maximum number of sites that can be created, while still satisfying the requirements for open space contributions.
He was also the lead author of a ‘Review of Landscape Provisions for Rural and Lifestyle Subdivision’ for Manawatu District Council (MDC) which analysed development trends (subdivision) throughout the district. This involved:
Research into existing publications on subdivision trends;
Analysis of multiple Councils subdivision approaches;
Identification of general lifestyle development trends;
Analysis of subdivision data over the previous 10 years (GIS trends);
Consideration of the various MDC subdivision provisions and intended outcomes; and
Recommendations for rural/lifestyle subdivision options within the MDC Proposed District Plan.
Josh's experience in site master planning, conceptual layouts and detailed design includes:
Masterplanning for Lucknow, Maraenui and St Matthews schools;
Concept Development for Pukahu and Irongate Stream Projects (HB Regional Council);
Preparation of the winning entry for a QEII National Trust design competition (Mokotahi Hill – Mahia Beach);
Lead designer for a submission to the Hastings Civic Square Design Competition;
Part of the consultant project team for the planned Aokautere Structure Plan (PNCC);
Preparation of the Masterplan for Linklater Reserve Country Park (PNCC);
Detailed Design for Linklater Reserve Picnic Area (PNCC); and
Preparation of a site Landscaping Plan for the proposed Napier city Aquatic Centre.
Visual Simulations are an excellent tool to help communicate both a proposal and the associated mitigation. Combining survey data and 3D models we are able to prepare visuals to assist both developers and Councils with decision making.
